The peer networking identity manager provides the ability for Windows to identify peers when using TCP/IP version 6 (IPv6). I imagine this works with the various other peer services and the function of this service is most likely to contact the seed server to find additional peers. If you don't need this service then you most likely don't need IPv6 and you should remove the entire package from add / remove programs in the control panel.
